BELPRE - A second youth has died as a result of Friday's vehicle accident on Farson Street in Belpre that killed 15-year-old Alex Joy, a student at Belpre High School.

According to a report released by the Belpre Police Department, a 13-year-old passenger in the vehicle, who was taken to Nationwide Children's Hospital in Columbus following Friday's crash, died early Tuesday morning from injuries sustained in the accident.

Although Belpre police did not identify the 13-year-old in the release, a hospital spokesperson confirmed Tuesday night that the victim's name is Mitchell Fisher.

Fisher was a student at Little Hocking Elementary School where the first day of classes are scheduled today.

"He lived close to the elementary school and everybody in the community knew him," said Tom Gibbs, superintendent of schools for Warren Local School District.

"Grief counseling will be provided students at the school through Washington County Mental Health Services, and we have also contacted some area youth pastors," he added.

Belpre police are waiting on toxicology reports and other information from the Ohio State Highway Patrol.

"They're doing a reconstruction of the accident, and the coroner estimated it could take four to eight days to complete the toxicology report. That will tell us if drugs or alcohol were involved," Belpre Police Chief Ira Walker said on Tuesday.

"We have to wait for those other reports to come in before we can complete our investigation report," he said.

Walker said it could be a couple of days before the full report is completed.

The accident occurred around 4:30 a.m. Friday as Joy, of Belpre, was driving west on Rockland Avenue and failed to stop at the Farson Street intersection. The vehicle skidded, ran through a chain link fence and struck a tree before coming to a rest in the parking lot of International Converter at 721 Farson St. A tree limb had broken through the vehicle's windshield.

Walker said Tuesday that the car also struck another unoccupied vehicle in the parking lot.

Joy was pronounced dead at the scene.

A memorial service for Alex, the son of William and Pamela Joy of Belpre, was attended by more than 1,000 members of the community at Belpre Elementary School on Monday.

Grief counseling has also been made available to students who will return to Belpre High School today.

Matching heart float

I did not know Mitchell Fisher any better than I knew Alex Joy, but there again, my daughter and her family did.

My granddaughter Mariah was very close to Mitchell and his family. They enjoyed many things together throughout the summer, and Mariah and Mitchell had even shared a summer job just weeks before his life was taken in the horrible crash that also claimed the life of his friend Alex Joy.

It is heartbreaking to see so many lives shattered by these sensless deaths, and my hope and prayer is that this will be the end of it. There have been so many -- so very many over the years. They will be missed.

Belpre Teen Tested Positive for Alcohol

The Belpre police department has released new details about the fatal crash involving two teens in August.

The fatal accident happened on August 15th off of Farson street in Belpre. 15-year-old William Joy died in the crash and 13-year-old Mitchell Fisher died soon after.

Now the Belpre police department says Joy had a blood alcohol level of .167 when he crashed the SUV that morning. He tested negative for drugs in his system.

The police department says no information on Fisher's toxicology report has been received from the Franklin county coroner's office yet.

Police are still waiting for information from the Ohio highway patrol regarding the reconstruction of the accident. But they says speed and alcohol will primarily be the cause.

Now the department is investigating who may have provided the alcohol to Joy.

As of December 2008 there has been no further action, nothing more said, nothing done. I don't figure there ever will be. It's all over, and whoever supplied the kids the booze that got them killed will get by with it and probably do the same thing again.

Well, the Lord knows who it was, and since mankind is such a failure, then I am sending up a personal request ---

"Lay them low Lord, whoever they may be, whoever knoweth and step not forward, bring upon them troubles so severe that they will know they are being punished for their actions that got two kids killed. Amen."
