Is the above picture the same man that appears in the composite drawing?
The composite drawing comes from the Heather Teague abduction case. She was abducted from a Kentucky beach, along the Ohio River, on August 26th, 1995, and remains missing.
The only eyewitness to the abduction was a man named Tim Walthall, who witnessed it from across the river in Evansville, Indiana.
The man appearing in the above photo lives in Ohio. He was not at home during the time period that Heather was abducted, and didn't return home for several days.
He is a 'river man,' and works all up and down the Ohio River; is a twice convicted sex offender; indicted on rape charges against a 12 year old child in 2000; charged with domestic violence; and still roaming our streets.
He seems to have a knack for being 'out of town' when abductions and murders have taken place in surrounding areas, and he's been 'in the backyard' of several local murders here in Ohio.

2008 Addition:
This is a composite drawing of the suspect in the Allison Jackson-Foy murder case of 2006 in Wilmington, North Carolina. Wild Bill has been wearing glasses since 1998. Several people have told me about seeing him without his beard. Others have told me that they saw him with a beard and mustache but with his head shaved. Any man that changes his appearance as often and as dramatically as Wild Bill does, has something to hide. // BMW 9-16-08
